Job Description

Criminal Investigator IV – Racing Events Division Location: Centennial, CO. Salary: $60,625.76–$73,817.38. Full time. The Colorado Department of Revenue (CDOR) oversees the Racing Events Division, a law‑enforcement and regulatory agency responsible for administering and enforcing the laws of Colorado’s horse racing industry. The Criminal Investigator IV protects the integrity of racing operations through criminal, regulatory, and financial investigations. Responsibilities Conduct complex financial investigations and background checks to support licensing application review and processing. Perform detailed analysis of problematic applications, including renewals, ownership changes and initial submissions. Prepare comprehensive investigation reports to ensure accuracy, completeness, and regulatory compliance. Lead training and provide oversight for Compliance Investigator Interns and Compliance Investigator Series. Investigate violations of Racing Regulations, Colorado Revised Statutes (CRS), and applicable local laws. Carry out inspections and regulatory enforcement actions at racing-related facilities such as barns and Off‑Track Betting (OTB) locations. Investigate complaints and reports of potential regulatory issues and provide assistance to licensees on compliance matters. Provide on‑site enforcement and security presence at racetracks and related facilities. Manage incidents and calls for assistance, delivering law‑enforcement and investigative services. Serve as the Division’s training officer and subject‑matter expert, guiding professional development of staff. Conduct pre‑employment investigations for full‑time and temporary positions. Maintain law‑enforcement certification, complete required training, and update SOPs and forms. Provide testimony in criminal and administrative hearings. Minimum Qualifications Eight (8) years of investigative experience conducting both criminal and regulatory investigations. Valid/active Colorado P.O.S.T. (Peace Officer Standards & Training) certification at the time of application. Education & Experience A combination of related education and/or relevant experience in business administration, public administration, criminology, criminal justice, criminalistics, law enforcement, politics, psychology, sociology, or a closely related field equal to eight (8) years. Valid/active Colorado P.O.S.T. certification at the time of application. Special Qualifications Successful completion of a background investigation and tax check. Valid Colorado driver’s license at the time of application. Successful psychological evaluation prior to appointment. Willingness to work nights, weekends, holidays, and maintain on‑call status during off‑duty times for emergency response. Current P.O.S.T. certification. Preferred Qualifications Knowledge of Colorado Division of Racing rules and regulations. Recent experience with investigations interpreting and applying statutes and researching databases. Additional years of investigative or compliance experience in a regulatory environment. Problem‑solving and troubleshooting skills. Ability to plan and organize projects. Excellent written and verbal communication skills. Proficiency with Microsoft Office Suite and Google Workspace. Ability to work independently and accept supervision.
